Gen. Raymond Odierno is frequently characterized as a gentle giant and a soldier’s soldier, which is an appropriate description. Odierno, who died of cancer this week at the age of 67, was also just plain clever in my opinion.
Things didn’t always go smoothly for him in his early years as a top executive. When the United States invaded Iraq in 2003, he was in charge of the Fourth Infantry Division and was renowned for using brass-knuckles tactics in and around Saddam Hussein’s hometown of Tikrit in the early months of the occupation. On Odierno’s supervision, Saddam Hussein was apprehended in December 2003, but the insurgency grew as well.
Odierno thought about it and drew lessons from it. When he returned to Iraq as the No. 2 commander in late 2006, President Bush had just appointed new defense secretaries, approved a new Iraq policy, and was about to choose Gen. David Petraeus as the leader of the so-called surge. General David Petraeus, together with civilian leadership in Washington and Ambassador Ryan Crocker in Baghdad, were the architects of the new plan, and Odierno was the master carpenter. They planned to decrease violence in Iraq by 90% by 2008.
The surge was more than just dropping additional troops onto the battlefield. Getting them deployed quickly was critical; despite the hype, the surge only boosted US troops in Iraq by approximately 20%. Odierno decided to start with Baghdad’s belts. He began clearing operations under the strategy’s new “clear, hold, build” slogan after deploying troops, executing raids, and gathering additional information on the situation. All of this was organized by “General O,” as he was called. After being replaced by Gen. Lloyd Austin, he spent six months at home recharging his batteries before returning to the battlefield as Gen. David Petraeus’ successor to cement the surge’s tactical victories.
General O would soon become the Army’s chief of staff, a post he held from 2011 until 2015. Ground troops were out of favor at the time, and the Budget Control Act threatened significant reductions in military expenditure. Odierno effectively fought back against those who wanted to make such cutbacks mostly out of Army hide. In a period of increasing urbanization, globalization, and climate change, he warned Washington of traditional dangers like North Korea and Russia, as well as new ones like “megacities” (one would now add pandemics to the list). He continued in similar spirit after retirement, as we traveled and researched together in preparation for a 2017 study called “Securing Global Cities.”
Odierno and his generation of soldiers saw this country through Vietnam and the “hollow Army” of the 1970s, the Reagan military buildup and eventual Cold War victory, Operation Desert Storm in 1991, followed by the defense downsizing of the 1990s, and our many battles in the Middle East since 9/11, among other 21st-century challenges. General O accomplished a great deal for America throughout his 39-year Army service.
Mr. O’Hanlon is the author of “The Art of War in an Age of Peace: US Grand Strategy and Resolute Restraint,” which he holds a chair in defense and strategy at the Brookings Institution.
